The Incumbency Advantage in U.S. Primary Elections1

چکیده
Using a new data set, we estimate the magnitude of the incumbency advantage in direct primary elections between 1910 to 2000. We ̄nd that the incumbency advantage, as estimated by the sophomore surge, was above 5 percentage points in primary elections even in the ̄rst decades of the twentieth century. The sophomore surge in primary elections grew to approximately 15 percentage points by the end of 1990s. The growth of the sophomore surge in primary elections occurred at least a decade prior to the growth of the sophomore surge in the general elections. We ̄nd some evidence that the structure of intra-party competition a®ects the incumbency advantage. Speci ̄cally, examining southern and border states, we ̄nd that the sophomore surge was signi ̄cantly smaller in states with persistent intra-party factions.

Challenger Quality and the Incumbency Advantage
Most estimates of the incumbency advantage and the electoral benefits of previous officeholding experience do not account for strategic entry by high-quality challengers. We address this issue by using term limits as an instrument for challenger quality. Studying U.S. state legislatures, we find strong evidence of strategic behavior by experienced challengers (consistent with previous studies)....
متن کاملVoting for Parties or for Candidates: Do Electoral Institutions Make a Difference?
Little is known about how electoral institutions systematically affect the level of incumbency advantage in legislative elections. In this paper, I analyze the Comparative Study of Electoral Systems (CSES) data to put the U.S. case in a comparative context and explore how electoral institutions aid or preclude incumbents from gaining an advantage. In particular, I study whether electoral system...

In an earlier contribution to this journal, Gelman and King (1990) propose methods of measuring the incumbency advantage that have become widely used in the literature. Recently, however, critics have argued that these measures, as well as less sophisticated measures of incumbency advantage that preceded them, su®er from a failure to consider strategic retirements that may lead to as much as a ...
متن کاملParty and Incumbency Cues in Voting: Are They Substitutes?1
A possible explanation for the rise of the incumbency advantage in U.S. elections asserts that party and incumbency are close informational substitutes. A common claim in the literature is that as the salience of partisan cues decreased, voters attached themselves to the next available piece of information – incumbency. Minnesota state legislative elections provides a unique setting for testing...
متن کاملExploiting Tom DeLay: A New Method for Estimating Incumbency Advantage
We propose a new method for estimating incumbency advantage which relies upon the successive implementation of multiple redistricting plans, and demonstrate that the manner in which previous work has used redistricting to identify the causal effect of incumbency results in biased estimates. Strikingly, we show that even if voters were redistricted at random, previous uses of redistricting as a ...
